Affordable housing bill introduced

To respond to the real estate crisis, the Prime Minister indicated that only a supply shock could reactivate housing production in a sustainable way and drive down prices. In this sense, the government presents its bill to develop the supply of affordable housing.

The government’s will, summarized by the Prime Minister in his general policy statement, is clear: Only a significant increase in supply will make it possible to sustainably reactivate housing production and cause a fall in prices.

To respond to this emergency, the Delegate Minister in charge of Housing, Guillaume Kasbarian, presents his bill, structured in four chapters and fourteen measures, and highlights the need to produce more housing. “ My priority, as soon as I took office, was to make this roadmap a reality, without taboos. We must produce more: more social housing, more intermediate housing, more free housing “he declared in a press release.

Strengthen trust in local elected officials

In this sense, the bill presented by the Government is structured around several strategic axes aimed at stimulating the construction of affordable housing, in particular reinforcing confidence in local elected officials.

Confidence in their abilities to better respond to the needs of the territories, giving them real decision-making power over the allocation of new homes they authorize », emphasizes Guillaume Kasbarian.

Another key measure is offer mayors a right of first refusal on land, in order to control the evolution of land costs. They will therefore be responsible for allocating new social housing, in accordance with national standards and under the auspices of the Housing Allocation and Occupation Examination Commission (CALEOL).

Simplify procedures

In addition, a simplification of administrative procedures is planned to accelerate the construction process. These include allow elected officials to submit a single authorization for multiple projects, thanks to the multisite development permit. “ It is not normal for projects to be slowed down by too many appeals or because they take too long to debug. It is in this mentality that this text encourages those who build homes, without any new obligation », continues the minister.

Furthermore, the bill aims to Unlock investment in affordable housing by strengthening the investment capabilities of social landlords.. The mechanisms aim to encourage public-private agreements and diversify the resources of homeowners to allow them to respond effectively to the growing demand for affordable housing.

Finally, the government wants to better respond to economic and social realities to promote access to property while promoting mobility in social housing. “ We must be ambitious in assuming that social housing should be intended for those who need it most. These are, of course, homeless, frail and disabled people, many of whom are waiting for housing that will only be assigned to them after several years. They are also front-line workers, employees, public officials, who hope to get closer to their jobs, to shelter their families, to preserve their purchasing power. », explains Guillaume Kasbarian.

The text will be examined by the Senate in June and then by the National Assembly this fall. “ I hope that the parliamentary debate will enrich it even more, with the same objective: to achieve the supply shock to better accommodate the French. », concludes the minister.
