Sports governance: CRdS Haut de France opts for a generational approach to nurture and drive local sports plans

In October 2022, the Haute-France Regional Sports Conference unanimously validated the PST territorial sports project
This territorial sports project was built thanks to the contribution of all the sports actors in the region.

For Florence Bariseau, president of the Hauts-de-France Regional Sports Conference, “Because sport contributes to the common good in terms of health, influence and attractiveness, values, employment, training and social cohesion, this territorial sports project is a opportunity to bring together the driving forces of our territory to act and make, together, our region a sporting region: a territory that is in shape, that trains, that acts. This territorial sports project is the result of a year of very intense work, from diagnosis to project, work led by the leaders of our 5 thematic commissions (youth sports, volunteering, health sports, high-level sports and innovation), with the support of the members of the technical committee. »

An intergenerational approach to “Build the conditions for a sporting journey that lasts a lifetime”

From this PST was born an experimental project aimed at “building the possible conditions for a lifelong sporting journey”, validated by the Minister of Sports and the Olympic and Paralympic Games, Amélie Oudéa-Castéra.

To realize this political ambition of “creating the conditions for a sporting journey that lasts a lifetime”, the CRdS of Hauts-de-France has chosen to favor an intergenerational approach. The CRDS conducted a generation study aimed at highlighting barriers and opportunities to access the practice for each generation across the region and identifying methods to meet the needs of each generation:

  • Generation Alpha
  • Generation Z (95-2010)
  • Generation Y (81-95)
  • Generation X (61-80)
  • baby boomers

The survey allowed each generation to explore the following topics in greater depth

  • the state of practice
  • obstacles to practice
  • The products and services of tomorrow
  • The infrastructure of tomorrow
  • the clubs of tomorrow

Local sports plans: the right level of implementation

For Florence Bariseau, president of the Hauts-de-France Regional Sports Conference, the most relevant territory to build “the possible conditions for a lifelong sporting career” is the municipal or inter-community level depending on the territory.
And wanting to trust local sports plans,… those forgotten since law n°2022-296 of March 2, 2022.

Small reminder: in accordance with article L113-4 of the sports code created by law n°2022-296 of March 2, 2022 – art. 14 “municipalities and public establishments of inter-municipal cooperation mentioned in article L. 5211-28 of the general code of local authorities may establish a local sports plan in order to formalize and organize the guidelines and actions aimed at the promotion and development of the practice of sport. physical and sports activities in their territory. The plan aims to organize a diversified and permanent sports route for all audiences, through cooperation and the pooling of human and material resources of local sports life. The plan includes consideration of the development of women’s sport, adapted sport and sport for the disabled. Promotes environmental initiatives and social and professional integration through sport.

Although the implementation decree regarding the implementation of local sports plans has not been published, the CRdS of Hauts-de-France wishes to anticipate the implementation of these plans and is preparing to organize a grand tour of the departments “let’s talk about sport” to Enrich the work of the new commissions created (which will be in charge of delving into the results of the survey) by collecting, in the territories, the experiments carried out, launched or planned.

The objective is not to encourage municipalities or inter-municipalities to define or redefine their sports policy, but to offer a prospective vision and a toolbox to create the conditions for a possible sports journey throughout life based on expectations and experiments in the field, therefore as close as possible. possible for current or future professionals.
