TV viewership for the Euro 2020 final peaked at 30.95 million viewers, overnight figures show.
Ratings peaked during extra time of the match between England and Italy at Wembley Stadium on Sunday, which was broadcast on both the BBC and ITV.
According to the figures, an average of 29.85 million watched the entire match.
Broadcast on both the BBC and ITV, the combined figure makes it the highest television audience since the funeral of Diana, Princess of Wales, in 1997.
While England goalkeeper Jordan Pickford saved two of the Azzurri's spot-kick shots, Lions striker Marcus Rashford hit the post before Jadon Sancho and Bukayo Saka had their shots saved from the penalty spot to give Italy the victory.
For a recent comparison, Prime Minister Boris Johnson's statement announcing tough new coronavirus restrictions in March last year was viewed by more than 27 million, the highest audience in recent history.
In football terms, the highest ratings before Sunday's figures were published came from the semi-final between West Germany and England at the 1990 World Cup, watched by 25.2 million.
That also included a painful penalty shootout elimination for England.
The official audience for Sunday's game may increase when taking into account those who watched it through catch-up services.
Most people watched the BBC compared to ITV by a factor of more than four to one. The figures include those who watch it on ITV+1.
Also on Sunday, a peak audience of 7.8 million watched Novak Djokovic beat Matteo Berrettini in the men's singles final at Wimbledon.
